実装者とデザイナーの担当者の分離の問題は自分も過去に経験したことがあってとてもよくあることだと思うけれども、それこそ偶有的な分業体制と知識と責任の偏りの問題であって、ソフトウェアのあり方との必然的な関係はないと思う
