高度10kmの風が「弱すぎた」
確かにFL390/11.7kmの数値予報では50-60m/sぐらいだが、これが半減クラスの予想外の減り方をしていたら、余裕のない小型ロケットに与える影響としては、少なくとも飛行経路維持や切り離しの際に予想外な事象が起きるというだけでも厳しいかもしれない
