I just played around with Microsoft's Validation OS, which has a public ISO download, inside that ISO is a VHDX which Qemu can boot AND it automatically starts an OpenSSH server.

Just need to copy a few things into the image and you've got a super minimal Windows which boots in seconds and can be accessed via SSH. Seems like it could be fairly useful for Nix CI.
