Modern software engineering aims to make stable systems that are constantly under change.

And it's a very hard goal to get right 100% of the time.

If it's not clear why, recall the phrase "building the airplane while flying it" is often applied to making software.

It's never actually applied to building real airplanes, because that's insane thing to propose.
