re. this blog post about the decline of perl being a culture problem, I'm a perl user since the 90s and things always felt pretty friendly to me. between the perl monks web site, the Tom Christensen books, CPAN, and other resources, I don't think I ever had a question go unanswered.
I think the more likely explanation is that the sed+awk+crack language design was hugely offputting to newcomers
