사고가 완결되기를 기다려 규정 위반을 지적하려고 달려드는 행위는 두 가지를 암시하는데, 첫째로 본인에게 사고를 막아야겠다는 의미는 전혀 없었다는 것이고, 둘째로 본인이 그걸 가만 두고볼 수 있을 만큼 그 사고가 대단한 것도 아니었다는 것이다. 이런 전제조건 위에서 규정위반과 사후처리만 트집잡는 사람들을 우리는 진상이라고 불러도 된다고 생각한다.
