비민주주의 국가의 독재 통치자가 못 믿는 것은, 때에 따라 상대적으로 선량하게 구는 어떤 민주주의 정부 그 자체가 아닐 것이다. 그 상대적으로 선량한 상태를 가끔 자발적으로 내던지고 정부의 태도를 돌변하게 허용하는 수천만 명의 의지를 믿지 못하는 거라고 본다.
