Instead of judging individual learners for choosing to use these tools let's ask why, what are the dynamics driving this behaviour, and they are overwhelmingly systemic

That's what formal education connects many to, learning and growth are a luxury to be enjoyed when your baseline needs are met, this idea is sometimes expressed as "Maslow before Bloom"
