압제적인 독재국가는 정권의 본질적 성향 이상으로 그 나라의 상황에 따른 결과물인 경우가 많기 때문에 더욱 그렇다. 냉전 뒤로 그 상황의 조성에는 미국의 달러 패권과 결제 시스템 독점에 기반한 경제 제재가 아주 큰 역할을 해 왔다.
