The more I think on Iran's internet outage the more I think that the Fediverse could be adapted into a bridge into something like usenet was, where it could sync over to store & forward sytems that are only barely or periodically online -- or bridge to a mesh network until it "surfaces" into IP and then connects to the larger online fedi. I bet some pieces of that already exist. And a Fediverse to mesh network could work to circumvent such autocratic internet outages.
