とあるから、microsyntaxの一種である絵文字（のショートコード表現）を`summary`に含めるのは適合的なはず。`summary`におけるHTMLマークアップについても、条件付きの"SHOULD NOT"でしかないので厳密に禁止されてはいない：

（しかしこの"If"の係り方おかしくない？）

ちなみに`name`に限ってはHTMLマークアップは非適合（microsyntaxは認めているのに？）：
