13세 미만 미성년자에게 ‘귀엽다’며 쓰다듬고 입을 맞추는 행위 등 강제추행을 저지른 사람을 5년 이상 징역형으로 처벌하게 한 법률 조항은 헌법에 위배되지 않는다는 헌법재판소 결정이 나왔다.
