I've heard many different technical decisions, most recently putting Rust into the bootstrapping path of CPython, being criticized as "ignoring hobbyists" or excluding them.

I don't think that's a fair or particularly focused argument. If your hobby of using an OSS Project in a specific way is affected, that doesn't mean the change is fundamentally "hostile to hobbyists."
