Anyone know what kind of board connector from the mid 90s has this footprint? I'm pretty sure these are debug points on this board. (share with your electronics friends please?)

Photo of a circuit board with some unpopulated test ports. They're each 2x8 pin arrangements with one row of 8 drilled, and only the first and last pin of the second row drilled. All the drills are filled with solder, and one of the corners on the sparse row is square instead of circular. Each port has a silks border around it big enough for a 4x8 or maybe 5x10 header, suggesting a plastic housing.
