it's a pixel art picture of a dragon girl, or perhaps a lizard girl. she has a green scaly tail, and is white-skinned with green scales on her shoulders, forearms, neck, cheeks, and shins. she has blue eyes, and pink-ish purple-ish hair which is up in a ponytail with a blue hair tie. she's wearing a yellow spaghetti strap cropped top, and a pleated blue skirt. she isn't wearing any shoes. her fingernails are blue and look sharp. she's in a jumping action pose with one arm outstretched towards the viewer in an open position, and the other behind her in a more loose position, as if she's going to hit you with the back hand somehow. she's smiling, but her facial expression also looks like she's exerting herself. in my mind, you are sparring with her in some kind of martial art, perhaps (although her clothes are ill-suited for this, so who knows).
