Let me just say it's not a bad choice to use Signal for national security or military discussions as long as all users are trust-worthy.

The leak was not because of Signal's security design. It was because one of the user (either by mistake or deliberately) added an outsider to the group.

User is always one of the weakest link in any security measure.
