https://radar.cloudflare.com/traffic とかを眺めると世界全体でのインターネットのトラフィックが多いのは毎日15-21時UTCくらいみたい。国ごとだとアメリカが多いみたい。15-21時UTCは、東海岸の夏時間(EDT)で11-17時、西海岸の夏時間(PDT)で08-14時なので、やっぱりアメリカ本土の昼に多い感じになりそうね。
