有旁友问（可能并不是问）廉政公署ICAC在干什么吃的，我想起近期发生的另一无语事件，即港府招标采购自用饮用水，结果中标者是内地一家假冒贴牌皮包公司，授权是伪造的，水是三无产品，价格比屈臣氏还贵，留的地址电话邮箱全是空的，合约一签三年，供了好几个月才因为越来越多公务员担心生命安全自带水上班被踢爆。用我们洼地练出的慧眼一看这有什么难的，直接去查内部负责招标采购审批链条上的人呗，但这事到现在只有供应商被以诈骗罪刑拘，政府内部就咬定自己是被诈骗：我不是置同事健康于不顾的坏人，我只是太蠢了，我只是被骗了，并不是被收买。官员话，“要教育同事提升洞察力和警觉性”，就问要提到边呀？跟宏福苑法团一样决定了就做，问了不理，再问发律师函。这件事上廉政公署也全程都没有介入。
我个人觉得矿泉水事件港府装死的原因，除了袒护自己人，说不定还有中联办的人从中牟利，那内地的冒牌商说不定就是某个中联办的小舅子的白手套（不要低估如今西环的low度）。但单纯袒护自己人已经构成充分理由了，有些香港人是很贱的，彭定康当年“而在萧墙之内也”的判断含金量还在上升。
