선거철마다 나는 더 정교하고 복잡한 투표시스템... 이를테면 개방명부식 비례대표제나 선호투표제 같은 게 절찬 도입되어야 한다고 생각했는데, 이 생각은 최근 흔들리고 있다. 투표 시스템이 복잡해질수록 보편적 참정권의 보장은 어려워질 것이기 때문이다. 어떤 고도의 시스템을 이해해야만 제도의 진의를 살릴 수 있다면 그것은 지능에 의한 차별이 될 수 있다.
