먼저 일본부터 보겠습니다. 일본이 저걸 취소했다, 포퓰리즘이라 국민들이 반대했다고 알려져 있는데요. 실상은 좀 다릅니다.
일본은 거의 매년 3~10만엔 수준의 지원금을 지급해왔는데요. 문제는 이게 주민세 비과세세대 대상에 한정되었다는겁니다. 거의 대부분의 일본인은 해당하지 않아요. 그래서 저게 거류중인 외국인 지원금이란 식으로 여론이 흘러간겁니다.
“포퓰리즘 반대” 여론에...일본, 전 국민 현금 지급...
조선일보 등에서는 "세금은 우리가 70% 내는데"라고 하지만, 이는 연봉 7700만원에 해당하는 돈입니다. 그렇게 큰 돈이 아닌데도 이렇게 소득세 중 차지하는 비율이 높다는건 뒤집어 말해서 절대 다수의 사람들이 근로소득세 감면을 받고 있을 정도로 (2017년 기준 세수의 2배 가량이 근로소득세 감면) 소득 액수가 부족하다는 말로도 해석할 수 있습니다.
문제는 누진적인 소득세율에도 불구하고 역진적 감면 혜택으로 인해 근로소득세의 재분배 기능이 미약하다는 것입니다.
이런 문제를 제기하지 않고 내 세금 어쩌고 하는건 웃긴 소리죠.

누구보다 사회 인프라의 피를 빨아먹는 이들이 국가 세금의 절대 다수를 내는 것은 고소득자라면서 자랑을 하고 다닌다는겁니다. 세목을 보면 근로소득세가 단일 세목 중에선 꽤나 높아보이긴 합니다만, 법인세가 줄어들어서 그런거. 경향신문에서는 소득 상위 10%가 79%를 부담한다고 하는데요, 정작 근로소득 상위 0.1%는 전체 근로자의 14배 이상 세금감면 혜택을 받고 있고(www.intn.co.kr/news/article...) 심지어 결정세액이 0원인 사람도 있습니다(webzine.kacta.or.kr/news/article...)
