Recital 17a) stellt nun sehr klar:
Nothing in this Regulation should be understood as imposing any detection obligations on providers"

Diese Ergänzung ist wichtig, da so verpflichtende durch die Hintertür ausgeschlossen wird.

Die EU-Staaten einigen sich auf eine gemeinsame Position zur Chatkontrolle. Internet-Dienste sollen Kommunikation freiwillig lesen dürfen, werden aber nicht dazu verpflichtet. Wir veröffentlichen das eingestufte Verhandlungsprotokoll und den Gesetzentwurf. Nach dem formellen Beschluss beginnen die Trilog-Verhandlungen.

UPDATE: Access and WARP should be back now:

Update - We have made changes that have allowed Cloudflare Access and WARP to recover. Error levels for Access and WARP users have returned to pre-incident rates.
We have re-enabled WARP access in London.

We are continuing to work towards restoring other services.

chatcontrol update

The Council found a common position on chatcontrol. A vote on the proposal will happen tomorrow (2025-11-19) in COREPER II and is expected to pass. Next up: Trilogue, where the differences between the Council's, the Parliament's and the Commission's position will be resolved.
