말 그대로 어불성설 그 자체입니다.

결국 시설을 중심으로 장기요양서비스에 구멍이 생기기 시작합니다. 그리고 이 구멍을 메꾸는게 다문화, 우선적으로 귀화를 하거나 그에 준해서 요양보호사 자격을 취득할 수 있는 사람들입니다. 그런데, 이마저도 빡빡합니다. 자격을 취득하기 위해선 자격이 있어야하는 아이러니가 생기기 때문이죠. 그래서 지금 나오는 외국인의 전문성을 이야기 하는게 이해가 아주 안가는 건 아닙니다. 하지만 생각해보죠. 우리나라에 온 이주노동자들은 작업장 선택의 자유가 없다시피합니다. 비자도 복잡하고 까다롭죠. 이런 와중에 외국인의 전문성을 이야기 하는건

정해진 수용인원수에 따라 시설의 근무 인력은 물론 시설 유지를 위한 수당이 지급됩니다. 그런데 노인 수가 줍니다. 그럼 시설은 인원을 줄여야죠. 그럼 여기서 두가지 문제가 생깁니다. 첫째. 시설에서 줄어든 요양보호사를 받아주는 시설이 없습니다. 이들이 나이가 많다고 하지만, 정년과 국민연금의 수령 시기의 갭이 발생해서 일을 해야합니다. 이 사람들은 재가요양시설에 등록하게 됩니다. 둘째. 요양보호사의 연령상향으로 시설에서는 정년이 다가오는 사람들이 늘어납니다. 하지만 대체할 인력이 없죠. 지방엔 정말 아무것도 없습니다.

서울과 경기, 광역권은 어떨지 모르겠는데, 경기 이남 장기요양시설에서는 요양보호사 수요가 줄어들고 있습니다. 무슨 말이냐. 기관별 요양보호사의 수가 줄고 있다는 겁니다. 설명하자면 이렇습니다. 우선 요양보호사 평균 연령이 전체적으로 상향되고 있습니다. 노인이 노인을 케어하는 구조로 변하고 있죠. 때문에 1차적으로 신규 인력이 유입되지 않습니다. 그 다음으로는 노인 인구 자체가 줄고있습니다. 예, 사망으로 인해 그 수가 주는 겁니다. 문제는 시설에서 요양보호사를 뽑는건 소위 베드라 불리는 시설내 이용인원, 즉 노인 수입니다.

It is *remarkably* difficult to find something authoritative on this, but: how is an iCloud escrowed Filevault key protected? It can't be the iCloud password because that can be reset (although I guess that could just invalidate the key and then trigger re-escrow), it can't be your local password because if you know that you don't need the escrowed key in the first place - so what's going on?

(Ignore the corp escrow case, I only care about individual users escrowing with Apple here)
