Encoding those as laws/rules is challenging & leads to HOAs and spite-houses & stumbles across individual norms and environmental factors.

I maintain open-source; I /volunteer/ my time & energy as a service.

Corporations are amoral entities with large financial power. And tend to operate w/rules designed to discourage civic engagement & reward exploitative behavior. They should be forced to contribute.

"It depends" *feels* like a cop out, but:

- Is the code stable & well written?
- Or is it spaghetti code that just mostly runs?
- Is it a niche app? Or super-popular that everyone uses?
- Or does Russia *really* want data off one of your servers?

The curve could easily go from negligible (0-5 hrs/week) to being 60 hrs+ for months

My work is 30-40hrs/week, but I'm still greenfield, not maintaining, sooo 🤷🏼‍♂️

If I felt a project was not sufficiently maintained for my use case I would simply not use it.

What that threshold is has more to do with complexity, known bugs, etc.

But if I download some code someone wrote and put online for free, the author has no obligation to me, nor do I think they should.

If it mattered so much to me, I could offer to help - or fork the project.

@evanEvan Prodromou I'm going to assume you mean the RFC 2119 definition of "should", in which case the poll is asking how much time is recommended for a maintainer to reserve in their schedule each month, and not how much time they are obligated to. I think reserving a day of slack in one's schedule to be able to spend 8 hours moving things along in the project as needed is probably a good idea, but different projects and different maintainers will have radically different needs and constraints.

이제 강원도의 겨울은 눈이 많이 오고 습하다는 통설과 반대로 가고 있습니다. 기후 온난화가 우리 생활을 보이지 않는 곳에서 조금씩 바꾸고 있는 것입니다. 이런 사소한, 아니 사소하지 않은 변화가 쌓이면 언젠가 우리는 생존을 위한 방법을 완전히 바꿔야 할 것 같습니다. 현지에선 갑자기 내린 눈으로 인해 뜬금없이 축제가 열렸다는데요. 지구 온난화의 여파로 우리가 알던 날씨가 더 이상 없어질지 모른다는 점이 두렵기만 합니다. 그래도 인류는 늘 그랬듯이, 답을 찾을 수 있겠죠? 그러길 바라며 인사드립니다. 좋은 하루 되세요.

그런데 원래대로라면 MJO 2페이즈에서 나타나는 서태평양의 고기압성 흐름이 습한 남동풍이나 동풍을 한반도로 끌어들였어야 하는데, 북극 온난화로 인한 제트기류의 남하와 결합해서 편서풍이 직진성 제트기류로 변해버린 것입니다. 200hPa 풍속장을 보면 거의 일자로 쭉 뻗은 편서풍이 직진하고 있는 것이 보이죠. 그래서 통상적인 2-3페이즈와 달리 남중국해의 습기는 한반도가 아니라 일본 남단으로 밀려나고, 한반도에는 차고 건조한 공기만 유입된 것입니다. 최근 눈이 안 오던 시즈오카현 일대에 내린 폭설 역시 이 현상이 만든 결과물입니다.

통상 한반도의 늦겨울은 오호츠크해 기단이 확장하면서 북통풍이 유입되는 영향으로 영동지역에 눈이 내려 가뭄이 해갈되는게 패턴이었습니다. 하지만 지구 온난화의 영향으로 북극 해빙이 녹으면서 제트기류가 약해졌고, 습한 동풍 대신 시베리아 인근의 한랭건조한 북서풍이 계속 유입되면서 기습 한파와 푄 현상이 발생, 영동지방 건조가 심화되었죠. 거기다 인도양 해수온이 높아져 매든-줄리안 파동(MJO)의 상전이가 통상적인 상황과는 정 반대의 효과를 가져왔습니다. 현재 MJO는 2-3페이즈를 지나고 있는데요. 원래대로라면 동풍을 불러옵니다.

1미터 폭설은 옛말... 겨울 가뭄·산불 경고에 긴장한...

당분간 한반도는 이동성 고기압의 영향을 계속 받으며 건조한 날씨가 계속 이어집니다. 특히 강릉은 조금 심각한데요. 극심한 가뭄이 시작되었던 2024년 겨울보다 더 적은 양의 강수량을 기록하고 있습니다. 올해 들어 총 3.7mm에 불과했거든요. 거기다 실효습도 역시 25% 안팎으로, 언제 화재가 발생해도 이상하지 않은 상태입니다. 당분간 눈비 예보도 없는데다 건조하고 바람까지 불어 화재에 각별한 주의를 기울여야 할 것으로 예상됩니다. 다만 오봉저수지의 저수율은 91%로 평년 76%보다는 높은 수준입니다. 대비는 어느정도 되어있어요.

그래도 낮 기온은 꾸준히 올라갑니다. 특히 주말인 토요일부터는 전국 대부분의 지역이 최고기온 10℃ 이상을 기록할 것으로 보입니다. 다만 말씀드렸던 것처럼 17~19일 사이에 한번 기온이 갑자기 떨어졌다 다시 오르는데요. 최저기온이 다시 영하권으로 떨어지기 때문에 야간 체온 관리에도 신경을 써주셔야겠습니다. 오늘 아침 최저기온은 -7~2℃, 낮 최고기온은 7~13℃로 주요 도시별로는 서울 -2~8℃, 대전 -3~10℃, 대구 -2~12℃, 광주 -2~11℃, 부산 2~13℃, 제주 4~12℃로 남부지방엔 봄 기운이 느껴지겠습니다.

이로 인해 지표 풍속이 약해 고비 사막 인근의 먼지 비산이 없을 것이라는 JMA의 예측과는 달리, 이동성 고기압의 후면을 따라 중국에서 유입될 미세먼지가 앞으로 24시간에서 48시간 사이를 거치며 점점 심해질 것으로 예상됩니다. 당분간 기온 패턴 역시 오늘과 비슷합니다. 평년보다 높은 온화한 날씨가 이어지지만 고기압의 영향을 계속 받으면서 복사냉각이 발생, 큰 일교차가 당분간 발생할 것으로 보입니다. 먼지와 일교차가 동시에 내습하는데요. 건강관리에 많은 주의가 필요한 연휴가 될 것 같습니다. 설 연휴도 참 편하지 못하겠네요.

이 안개는 본격적으로 지표면이 가열되는 오늘 오전까지 이어질 것으로 전망되니 교통안전에 큰 주의를 당부드립니다. 기압계 전망을 보시면 큰 저기압 하나가 시베리아에서 움직이는 것이 관측되지만 고비사막 일대에 큰 고기압이 형성되어 당장은 한파나 이상 기후를 일으킬 것으로 생각되지 않습니다. 오히려 500hPa에 있는 상층 기압골의 견인을 받으며 서서히 빠져나갈 것으로 예상되는데요. 문제는 고기압입니다. 48h 가량 뒤에는 이동성 고기압으로 변질, 한반도에 하강 기류를 유발하며 강한 대기 정체를 유발할 것으로 예상됩니다.

26/2/12 날씨 이것저것 아침부터 추워지는 동시에 먼지가 급격하게 쌓이고 있습니다. 현 시각 서울 중구 측정소 기준으로 초미세먼지는 '매우나쁨' 수준을 기록하고 있어요. 현재 대기 상태를 보면 중국 문제라기보다 한반도가 고기압 중심부를 지나면서 생긴 대기 정체와 복사냉각이 겹친 것이라고 예상해 볼 수 있습니다. 응결핵으로 작용하는 먼지가 많고 갑자기 기온이 내려가 대기 중에 높아진 습기가 응결하며 아침에는 서쪽 지역을 중심으로 가시거리 1km 미만의 안개가 끼는 곳이 많겠습니다. 일부 지역에서는 노면 착빙도 예상됩니다.
